

Joel Frank is a Senior Tourism Advisor with more than 10 years of strategic marketing and development experience.
Throughout his professional career, Joel has maintained a pro-market strategist philosophy, emphasizing revenue-generating tourism initiatives with the potential to impact the long-term social, environmental and economic viabilities of an area. Only when properly administered can these initiatives ease poverty, resolve conflict, preserve environs and be used to protect cultures and a people’s heritage while deriving profit for a greater populace.
As the Senior Marketing and Tourism Development Advisor for a quasi-governmental body, Citizens Development Corps, in Calabar, Nigeria, Joel helped identify and foster small and micro-enterprise development opportunities. He also improved leasing supply chain options for private industry investors, increased conservation and protection measures for Nigeria’s wildlife and natural extraction areas, and organized the restructuring of the governmental Office of Tourism and Cultural.
As the National Chief of Tourism and Development for the U.S. National Park Service, Joel served as liaison to the travel industry with the goal of facilitating tourism initiatives for the 389 sites that make up the National Park Service. His responsibilities included identifying and negotiating potential revenue-generating products and partnerships, establishing global mass marketing plans of action, fostering sector investment for sustainable design initiatives and implementing national tourism agendas for regional executive teams and field-level subordinates. During this time he was nominated to the National Tour Association Leadership Team and was presented with the Federal Star Award of Service in 2003, 2004 and 2005.
Joel has helped direct as many as 10,000 employees with annual concessions revenue in excess of $800 million. His focus has been to improve top-line revenue, gain favorable governmental tourism policies, advance environmental protection standards and enhance cultural preservation methods. He has further experience in conflict mitigation and leading clients through political administration change phases and both growth and consolidation modes.
Joel has his B.A. in Marketing from Michigan State University in East Lansing, Michigan.
